If you are not a Canadian citizen or a holder of a permanent resident card you need a tourist visa to Cuba!!!! If you are a temporary resident of Canada (living here with a study or work permit) the consulate (and the Cuban consulate website, and the Cuban visa chat line) says you don't need a tourist visa and will only offer you a tourist card instead (it's what actual Canadians get on arrival). BUT once you reach the airport you will be refused boarding by the airlines. The airport and airlines say the consulate is wrong (Yes, I ended up talking to multiple airlines about this). The consulate says the airlines are wrong. Either way it would be cheaper to just get a real $88 tourist visa if you aren't a Canadian citizen or permenat resident. Saves you multiple fights with both the Canadian airports and the Cuban consulates. I missed 3 days of my 7 day holiday to Cuba because I'm a Sri Lankan living here under a work visa and the consulate issued me a travel card instead of a full visa and the airline refused me boarding. Went back to the consulate and they said it's their country and their rules and they were in the right. Somehow after multiple fights I'm getting refunded for having to rebook flights and all that by the airline. But my point is. If you want a hassle free trip to Cuba and you are living in Canada as a temporary resident, just demand a full visa from the consulate and be done with it.

The people who work there are very nice and helpful but i give them 1 star because they do not answer their phones or e-mails dont believe anyone that tells you to call them at a certain time. unfortunately you have to be there in person to get anything done. Really sucks for people who dont live in toronto i had to fly there from calgary. To anyone that has to deal with this consulate or is just trying to get information i hope you have friends or family that live in toronto.

They never answer their phone. Does anyone know their email or do i have to drive to toronto to get ahold of someone? I need paperwork translated.
