Long waits, some people are very rude, not many bilingual people employees I understand it's Québec, French, I try, but some words I don't know

I went to get a temporary travel permit, for which google informs me i can get 10 or 45 days.nnWhen I said I did not speak French, the lady at the counter said i could only get one for 12 HOURS.nnThen when I mentioned that I'd read I could get one for 10 days, she said that wasn't true but suddenly i was able to get one for 3 separate 24 hour periods.nnWhy do I get inconsistent services and answers for speaking English?

Been told to personally meet someone at 2pm. Showed up 30min later. I've waited this whole time at his desk. He then showed up and told me he went out for lunch although he did set the time.
