Rock County Human Services Department

I was offered help through the Rock Co. Jail Reentry Program and I am having the worst experience with them. They give me the option of 1 apartment to live in and it's take it or they don't know what they will do for you, so I have to take this apartment that is way beyond my financial need's. My water heater is bad and leaking and only give's me hot water for 5 minutes at a time, but I have to live with this because my land lady(Andrea Briarmoon with Hand in Hand Inc.) has not received her money from the rent vouchers that Human Services gave her and now the excuse is that I refused my land lady to even fix the problem when the truth is, I gave permission for the plumber to come in and do his job but I did not want my land lady to come in because she was insisting as well as Amy Albert, my social worker that I live happily next to a woman who just kicked in my door and stuck a knife in my face. So, I ask, How did I refuse the work to get done when I was willing to let the plumber in to do his job? Now I am told by Amy Albert that I have to wait until my land lady gets her money for her vouchers on the 15th of February 2016 and I have been living here since December 18,2016 and that I should not have refused the land lady to fix the water heater and now she is going to do everything by the book since I called the City of Janesville Housing Inspector and she now has a list of violations to take care of in my apartment. My worker(Amy Albert) will hardly ever call me back once I waited 2 weeks and she still had not returned my calls, I understand that she had a family issue going on for 1 week but what about the other week that she did not call me back. So, I called Amy Albert's supervisor(Mellisa Meboe, and I have done this 3 times now and she will not return my phone calls either. To top it off the Dr.(Dr.Robbins) is barely helping me and seems to think my anxiety is because of what my neighbor did to me, never mind the fact that I have had very bad anxiety and severe PTSD for the last 8 years of my life, really. I cant work,I cant get disability, no one will return my calls, my Dr. will not help, I cant afford my apartment, Amy will not get me to my court appointments in another county after she said she would, my neighbor has threatened me and no one will do anything, I cant afford to buy food so I am hardly eating, I cant sleep because I am afraid of my neighbor, I refuse to leave my apartment because of the neighbor and so my sister(Michelle Davis) god bless her heart,does my shopping and brings me what I may need, takes out my garbage but no one can get the garbage cans to the curb because there all frozen to the ground so our garbage is starting to pile up here outside my sister can't even get me to go to church anymore and I have not had 1 single shower since I lived in this apartment because of the broken water heater.The Rock County Jail Reentry program gets a huge grant to help inmates that are released from jail get back into life. So how are these people getting away with this? I forgot to mention how I was arrested for something I did not do and while I was in jail my ex boyfriend and his family stole all my money from my debit card and stole all my money from my food share card and then when I went to pick up my property from there home I got to discover how they stole almost everything I owned along with my pet that I had since it was a kitten and there was nothing the police would do and the Columbia Co.Da's office will not even press charges(with evidence) for the money they stole from me while I was in jail. So if I want my things back, I have to prove my things are mine in a court of law and hope I can even do that since I have no way of getting to Portage,WI. and pay the fees while I have no money. When I was being picked up one day by Curtis(an employee for the jail reentry program) I told him how these people stole almost all of my things and they even stole my cat he says to me"well, this is a good thing rite? you can just start all over" Who are these people and where did they get there training?
