An escalation of war, imminent tornado, nuclear incident are all appropriate reasons to notify the entire population with the highest alert level possible to minimize loss of life. By using the same level of urgency for domestic disputes you are failing the public by ensuring these notifications are not taken seriously. The incompetence is astounding.
