The Ada County Treasurer is an Elected Official. Treasurers serve a 4 year term and then bid for re-election.
The primary duties of the Ada County Treasurer include handling County funds, acting as the ex officio tax collector and public administrator. The Ada County Treasurer is also responsible for trash billing and collections for unincorporated Ada County.
Current Ada County Treasurer, Vicky McIntyre, was elected to office in 2010 and began serving the County as Treasurer in 2011. She was born to entrepreneurial parents and brings solid business expertise to the Treasurer's Office. She has owned her own business, been a business consultant, a computer analyst, a quality manager, an executive director for a nonprofit organization and as a college professor teaching such business courses as Economics, Operations Management, Decision Support Systems, Systems Analysis Design and other computer science and business subjects. Vicky worked for the Ada County Assessor's office for two years as a management analyst prior to being elected.
Vicky’s education includes an Associate’s Degree in Computer Programming, a Bachelor of Science degree in Business Administration and a MBA. She has studied finance, economics, accounting, business, and computers. Vicky recognizes education as an opportunity for life-long learning by regularly attending workshops and teaching symposiums.
Volunteer service is an active part of Vicky’s life. She has volunteered to conduct financial audits for her local church and for the Episcopal Diocese of Idaho. Vicky has been a member of the American Society for Quality since 1988 and served as the Chairperson for the Western Idaho section from 2009-2011. In 1994 and 1995, Vicky served as a member of the board of examiners for the Minnesota Quality Award program. She participated in ‘Paint the Town’ and continues to contribute to many other charities.
Over the years Vicky has received honors from organizations where she has worked and contributed time. In 1987, she received the ‘Woman of the Year’ award from the American Business Women’s Association of Boise. In 1993, she received the William Clemens Quality Award for her cost saving projects at Bankers Systems Inc. She was named the ‘Conference Speaker of the Year’ at the Dyleague conference in 1994 for her talk about “Removing Buggy Code Through Automated Testing”. Her name appears in several volumes of “Who’s Who”. Most recently she was named as a "Friend of the Society" by the Idaho State Professional Land Surveyors for assistance with their strategic planning efforts.
For the past 15 years Vicky has been an educator, sharing her management expertise and computer programming knowledge with aspiring college students. Along with teaching, Vicky facilitated many student internships and study abroad programs that assisted student learning. In 2005, Vicky facilitated an operations-based internship at Sunset Manufacturing where the result was a productivity improvement of over 35%.
Vicky’s greatest skill is the ability to listen and then use her analytical and collaborative skills to involve the right people in a solution. “Bringing the right people to the table is the first step in resolving conflict.”
NOTABLE ACCOMPLISHMENTS IN OFFICE:
Since taking office, Vicky has reduced department costs by eliminating the hiring of temporary workers during the tax collection months of December and June by purchasing a mail handling machine. Instead of using multiple staff to “hand-open” the mail for many hours a day, this machine is not only more efficient but is handled by a single employee. This equipment even double-checks that each envelope is empty prior to discarding it; an additional task which used to be completed by several additional employees each day upon completion of mail opening. The cost savings associated with the purchase of this machine total approximately $70,000 annually. The machine itself cost only $29,000 for a realized savings in the first year of purchase of over $40,000.
In 2012, Vicky directed investments which earned $800,000 more in interest than estimates made for the year by the County Clerk. Through careful monitoring of County investment funds and shifting policies on the management and investment of "idle funds," the Treasurer's office has been able to reap significant savings for Ada County taxpayers.
In addition, she has worked to develop other valuable efficiencies within the Treasurer's Office such as automating trash billing services, outsourcing to a third-party vendor who is able to process and mail approximately 81,200 statements annually to unincorporated Ada County residents. Prior to this change, staff members would manually print and prepare each statement for mailing. Vicky also recruited and hired an experienced "collections" clerk in order to reduce overall tax collection and trash billing delinquencies. With the outsourcing of the trash billing process and the hiring of a dedicated "collections" clerk, other deputy clerks are able to focus on "getting the money in the bank." This shift in focus provides not only for a greater earning potential on every dollar collected, it also provides for better, more accurate customer service.
By implementing enhanced “cash handling” procedures, which consolidate all “cash handling” activities into one, secure location protected by restricted access protocol has significantly reduced the possibility of embezzlement and has provided real-time accountability for those having access to restricted areas.
In 2013, Vicky was proud to become a graduate of the Boise Metro Chamber of Commerce 'Leadership Boise' program. She was honored to specifically participate in the development of the “Government” day event programming.
Ada County Treasurer, Vicky McIntyre, believes in Quality Fundamentals such as "Do It RIGHT The First Time" (Philip Crosby). She also believes strongly in Strategic Planning - "Fail to Plan OR Plan to Fail!" In our office failure is NOT an option.
