Called almost a dozen times during business hours on multiple days and no one ever answered. Left multiple messages with both the permit clerk and assistant, never got a call back and after awhile couldn't leave any more messages because their mailboxes were too full. 
To their credit, when I went in person, the people seemed very nice. 
Submitted a permit request for VERY basic home improvement projects since Scranton requires a permit for almost anything. A week and a half later still hasn't been approved. Absolutely ridiculous. Just one more reason not to live in Scranton. Very disappointed.

Update: permit got lost I guess. Resubmitted and was approved next day. Very nice people, seems like they have no staff for a city that requires permits for everything.
