Too much is left to officer discretion. Routinely, people are denied their civil right to swear out complaints and file charges. Unlike the YCSD, PYPD act as though this is a matter of their personal province, and not a simple matter of filing a complaint. This is unconsionable behavior, and should not be accepted. A new guard is coming in, and a new District Attorney, so hopefully things will improve.
