It's pretty hard to blame the high school (or even the entire school system) for the inability of students to study and get to school on a regular basis.  The school can't fix today's problems, but it can make sure tomorrow's community leaders have had a chance to acquire skills, knowledge and attitude they can use to help get their children to school and to  keep them in school.  Let's not blame the school system, which is doing an incredible job, particularly with cuts in state funding.

Lowest educational school in the state, and possible the country.  You would be better NOT putting your child in school them sending them here.
