It's practically impossible to get an apointment.

Considering this is publically funded service for citizens in need of care, it would be nice to know via answering machine that they are closed on holidays instead misleading callers by suggesting they call at a specific time to make an appointment. I can only speculate that staff feel so overworked that they cannot change their voicemail for the poor suffering patients.
