About The West End Community Centre Association (WECCA) is responsible for planning, implementing and evaluating programs, services and events offered at Barclay Manor and the West End and Coal Harbour Community Centres. Mission To enhance the quality of life of the West End and Coal Harbour communities by providing recreational, educational and social activities and services which are accessible and responsive to the changing needs of the communities.
