About Community Mental Health Integrating Behavioral and Physical Health Story Serving the needs of those with mental illness, developmental disabilities, substance use disorder, and children with serious emotional disorders. CMHA-CEI Administrative Offices located at 812 East Jolly Road, Lansing, MI are open from 8:00 – 5:00 p.m. If you are having a mental health crisis (emergency), call or visit Crisis Services 24 hours a day, seven days a week. Mission CMH’s mission is to actively work to bring about this vision through these functions: Mental Health Service Provision: Directly providing and purchasing quality, community-based, outcome-driven services and supports, including prevention and early intervention, for and with consumers – CMH’s core function. Community Development: Strengthening the community’s resources, commitment, and perceptions to better meet the needs of those with a mental illness, emotional disturbance, developmental disability, and/or substance use disorder. Advocacy: Serving as a catalyst for system and policy change at the local, state, and national levels. Health Plan Administration: Operating a risk-based prepaid health plan in a manner that retains a focus on services to consumers.
