About Servicing Rapid City and the Black Hills of South Dakota as a quality pediatric office with extended evening and weekend hours. Story Black Hills Pediatrics and Neonatology, LLP was founded in November 1983 by three general pediatricians: Dr. Sam Mortimer, Dr. Donald Oliver, and Dr. Willis Sutliff. Since then, the clinic has expanded and currently has nine board-certified pediatricians; three board-certified neonatologists; three certified nurse practitioners, and a certified physicians assistant on staff.
