About Serving Vancouver, Burnaby, the North Shore, Richmond and communities on the Sea-to-Sky corridor, Pacific Coast Council serves over 3500 youth. Story Pacific Coast Council is the local branch of Scouts Canada. We serve 3500 youth and 900 volunteers in the Lower Mainland. Scouts Canada engages youth, involving them throughout their formative years in a non-formal educational process, using a specific Method that makes each individual the principal agent of his or her development as a self-reliant, supportive, responsible and committed person.
