Staff competent but often loudly socializing among selves and with patrons, vs. focusing on library business). CADL rules of conduct are seriously wanting and should include: 1) whispering only (importantly and especially exemplified by staff), 2) young children supervised, 3) phone use restricted to texting only (no voice conversation except for public emergency notices or medical necessity).
